Det har fr\u00e5gats om den offentliga sektorn blivit f\u00f6r stor under de senaste \u00e5ren, vilka uppgifter som den offentliga sektorn borde ha och \u00e5t vilket h\u00e5ll den borde utvecklas.<\/p>\n<p>De offentliga utgifterna var i Finland sammanlagt 109 miljarder euro \u00e5r 2012. De st\u00f6rsta utgifterna var:<\/p>\n<ul>\n<li>Socialskyddet 47,7 md e, av vilka st\u00f6rsta sektorerna var:<br \/>\n\u00c5lderdom 22,6 md e (+8,5)<br \/>\nSjukdom och funktionsneds\u00e4ttning 9,2 md e<br \/>\nBarn och familj 6,6 md e<\/li>\n<li>H\u00e4lsov\u00e5rd 15,7 md<\/li>\n<li>Allm\u00e4n offentlig f\u00f6rvaltning 14,3 md<\/li>\n<li>Utbildning 12,2 md e<\/li>\n<li>Fr\u00e4mjandet av n\u00e4ringslivet 9,3 md e<\/li>\n<\/ul>\n<p>Den offentliga sektorn har i Finland vuxit under en l\u00e4ngre tidsperiod, precis som i de \u00f6vriga nordiska l\u00e4nderna. Det h\u00e4r \u00e4r en typisk utveckling i v\u00e4stl\u00e4nder d\u00e4r v\u00e4lf\u00e4rden \u00f6kat och andelen tj\u00e4nster vuxit kraftigt.<\/p>\n<p>Den offentliga sektorn v\u00e4xer ocks\u00e5 i och med att det \u00e4r l\u00e5gkonjunktur. S\u00e5 var det p\u00e5 1990-talet och \u00e4ven efter \u00e5r 2008. Det h\u00e4r har delvis att g\u00f6ra med att BNP-tillv\u00e4xten blir l\u00e5ngsammare eller till och med avtar. Samtidigt \u00f6kar en del offentliga utgifter, s\u00e5 som arbetsl\u00f6shetsutgifterna.<\/p>\n<p>Andelen av arbetskraften som \u00e4r anst\u00e4lld inom den offentliga sektorn har inte \u00f6kat p\u00e5 en l\u00e5ng tid, utan har h\u00e5llits p\u00e5 samma niv\u00e5 i redan 20 \u00e5r. Andelen kommunanst\u00e4llda har \u00f6kat samtidigt som andelen statsanst\u00e4llda minskat. Det h\u00e4r beror delvis p\u00e5 \u00e4ndrad uppgiftsf\u00f6rdelning.<\/p>\n<p>Har Finland d\u00e5 en alltf\u00f6r stor offentlig sektor? \u00c4r den internationellt sett stor?<\/p>\n<p>J\u00e4mf\u00f6relsen f\u00f6rsv\u00e5ras av att den offentliga sektorns uppgifter varierar mellan l\u00e4nderna. \u00c5 andra sidan ligger en l\u00e5gkonjunktur bakom \u00f6kningen av de offentliga utgifterna, och djupet av l\u00e5gkonjunkturen varierar mellan l\u00e4nderna.<\/p>\n<p>Finlands offentliga sektor har \u00e4nd\u00e5 konstaterats vara effektiv i flera internationella j\u00e4mf\u00f6relser. \u00c4ven den nordiska modellen anses allm\u00e4nt vara r\u00e4tt s\u00e5 resultatrik eftersom den kombinerar ekonomisk effektivitet med r\u00e4ttvisa. P\u00e5 grund av det h\u00e4r kombineras stor bruttonationalprodukt med social kohesion och socialt kapital.<\/p>\n<p>En god f\u00f6rvaltning, medborgarnas trygghet och fungerande offentliga tj\u00e4nster skapar stabilitet och tillit f\u00f6r samh\u00e4llets verksamhet. En fungerande offentlig sektor kr\u00e4ver \u00e4nd\u00e5 att den ekonomiska tillv\u00e4xtgrunden st\u00e4rks och att syssels\u00e4ttningen h\u00f6js. \u00d6kningen av de offentliga utgifterna b\u00f6r ocks\u00e5 st\u00e4vjas genom att f\u00f6rb\u00e4ttra produktiviteten och verkningsfullheten och genom f\u00f6rnyade verksamhetsformer.
