Palola \u00e4r ordf\u00f6rande f\u00f6r Nordens Fackliga Samorganisation (NFS) i \u00e5r.<\/p>\n\n\n\n<p>***<\/p>\n\n\n\n<p>\u00c4rade ministrar, b\u00e4sta nordiska v\u00e4nner, <br>jag tackar f\u00f6r m\u00f6jligheten att f\u00e5 tala.<\/p>\n\n\n\n<p>F\u00f6rbundet som jag representerar, STTK, har tillsammans med \u00f6vriga nordiska fackf\u00f6rbund med intresse f\u00f6ljt Nordiska Ministerr\u00e5dets projekt Framtidens arbetsliv \u00e4nda sedan dess start \u00e5r 2017.<\/p>\n\n\n\n<p>I en snabbt f\u00f6r\u00e4nderlig v\u00e4rld \u00e4r det viktigt att kartl\u00e4gga och identifiera arbetslivets framtida utmaningar och att skapa en gemensam situationsbild. Enklast g\u00f6r vi det i samarbete med v\u00e5ra n\u00e4rmaste kompanjoner och v\u00e5ra grannl\u00e4nder.<\/p>\n\n\n\n<p>Fackf\u00f6reningsr\u00f6relsen har sedan l\u00e4nge samarbetat i Norden. V\u00e5r gemensamma syn \u00e4r att vi b\u00e4st hittar l\u00f6sningar p\u00e5 framtida utmaningar genom att utveckla v\u00e5ra avtals- och arbetsmarknadsmodellerna parallellt med att vi utvecklar v\u00e4lf\u00e4rdssamh\u00e4llet. V\u00e5ra l\u00e4nder p\u00e5minner mycket om varandra, b\u00e5de n\u00e4r det g\u00e4ller utmaningar och m\u00f6jligheter. Jag tror att vi \u00e4ven i framtiden \u00e4r starkare tillsammans. Vi kan alltid ta l\u00e4rdom av varandra.<\/p>\n\n\n\n<p>Omv\u00e4lvningar i arbetslivet \u00e4r p\u00e5 g\u00e5ng och f\u00f6r\u00e4ndringen sker i snabb takt. Covid pandemin har ytterligare \u00f6kat p\u00e5 farten. Framf\u00f6r oss har vi stora utmaningar som medf\u00f6r stort omst\u00e4llningstryck p\u00e5 de nu existerande modellerna och trygghetssystemen. V\u00e5r gemensamma utmaning \u00e4r att s\u00e4kra oss om att medborgarna upplever omst\u00e4llningarna i arbetslivet som r\u00e4ttvisa. De m\u00e5ste ocks\u00e5 genomf\u00f6ras p\u00e5 ett ekologiskt, socialt och ekonomiskt h\u00e5llbart s\u00e4tta. Vi m\u00e5ste satsa p\u00e5 omst\u00e4llningsskyddet, det vill s\u00e4ga p\u00e5 de funktioner i samh\u00e4llet och inom arbetslivet som f\u00f6r individen m\u00f6jligg\u00f6r en flexibel omst\u00e4llning fr\u00e5n en situation till en annan.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Vi kan alltid ta l\u00e4rdom av varandra.<\/p><\/blockquote>\n\n\n\n<p>Nordiska Ministerr\u00e5dets rapporter f\u00f6r projektet Framtiden arbetsliv behandlar dessa teman brett. Forskarna betonar att de existerande modellerna i Norden, s\u00e5 som avtals- och arbetsmarknadsmodellen och v\u00e5rt v\u00e4lf\u00e4rdssamh\u00e4lle, redan nu erbjuder goda medel f\u00f6r att svara p\u00e5 framtidens utmaningar. Vi har att ge b\u00e5de varandra och omv\u00e4rlden, genom att vidareutveckla dem. Vi har redan genom tidigare kriser l\u00e4rt oss att avtalskulturen, samarbetsf\u00f6rm\u00e5gan och samh\u00e4llets starka st\u00f6dsystem ger utomordentliga f\u00f6ruts\u00e4ttningar f\u00f6r att reagera mot yttre f\u00f6r\u00e4ndringar och f\u00f6r att skapa stabilitet.<\/p>\n\n\n\n<p>S\u00e5 som rapportens f\u00f6rsta slutsats visar, har vi p\u00e5 grund av befolkningens \u00e5ldersstruktur inte r\u00e5d att l\u00e4mna n\u00e5gon utanf\u00f6r arbetslivet. \u00c4ven i detta h\u00e4nseende kan vi ta l\u00e4rdom av varandra.<\/p>\n\n\n\n<p>Rapportens tredje slutsats belyser dagsl\u00e4get, d\u00e4r klyftan, mellan arbetskraven och arbetstagarens kompetens, bidrar till att oj\u00e4mlikheten i v\u00e5ra samh\u00e4llen v\u00e4xer. Vi m\u00e5ste motarbeta detta genom att satsa p\u00e5 arbetstagarnas kompetens och \u00f6ka m\u00f6jligheterna f\u00f6r kontinuerligt l\u00e4rande. I Finland p\u00e5g\u00e5r en parlamentarisk reform av kontinuerligt l\u00e4rande. Dess m\u00e5ls\u00e4ttning \u00e4r att granska m\u00f6jligheterna, f\u00f6r att med l\u00e5g tr\u00f6skel kunna uppdatera sin kompetens under arbetslivet, framf\u00f6r allt f\u00f6r de grupper som \u00e4r underrepresenterade inom utbildningen. Som st\u00f6d f\u00f6r reformen inh\u00e4mtar Finlands utbildningsministerium och den parlamentariska gruppen kunskap om utbildning, kompetens och arbetslivets behov i framtiden.<\/p>\n\n\n\n<p>Bakgrunden till reformen \u00e4r samma fenomen som beskrivs i Ministerr\u00e5dets framtidsrapport. En stor del av de nya arbetsplatser som skapas i Norden kommer att f\u00f6ruts\u00e4tta kunskaper p\u00e5 h\u00f6gskoleniv\u00e5. STTK har redan l\u00e4nge po\u00e4ngterat att f\u00f6rh\u00f6jningen av utbildnings- och kompetensniv\u00e5n b\u00f6r g\u00e4lla \u00e4ven personer i arbetsf\u00f6r \u00e5lder. Man b\u00f6r kunna vidareutveckla sin kompetens under arbetslivet. Utbildningen b\u00f6r ordnas p\u00e5 s\u00e5 att det inte kr\u00e4vs n\u00e5gra l\u00e5nga fr\u00e5nvaron fr\u00e5n arbetslivet och att det \u00e4r m\u00f6jligt att genomf\u00f6ra vid sidan av arbetet.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>En stor del av vidareutbildningen sker i arbetslivet.<\/p><\/blockquote>\n\n\n\n<p>Alla nordiska l\u00e4nder har ett h\u00f6gklassigt utbildningssystem som p\u00e5 m\u00e5nga s\u00e4tt lyckats svara p\u00e5 den arbetsf\u00f6ra befolkningens utbildningsbehov. Omst\u00e4llningarna i arbetslivet lyfter dock fram helt nya utmaningar. F\u00f6r att l\u00f6sa dessa m\u00e5ste f\u00f6r\u00e4ndringar ske s\u00e5v\u00e4l i utbildningssystemet som i tillg\u00e5ngen till kontinuerligt l\u00e4rande. Vidareutbildningen av personer i arbetslivet har inte varit lika planlagd som den \u00f6vriga utbildningen.<\/p>\n\n\n\n<p>En stor del av vidareutbildningen sker i arbetslivet. Att st\u00e4rka arbetstagarnas kompetens f\u00f6ruts\u00e4tter m\u00e4rkbara omst\u00e4llningar inom arbetslivet. Enligt forskning har kompetensutvecklingen samlats hos de redan tidigare utbildade. Vi \u00e4r d\u00e4rf\u00f6r bekymrade f\u00f6r att en stor del av arbetstagarna l\u00e4mnas utanf\u00f6r denna m\u00f6jlighet till kompetensutveckling. Fackf\u00f6reningarna har en stor uppgift i att belysa denna svaghet och att skapa en j\u00e4mlik m\u00f6jlighet f\u00f6r vidareutbildning f\u00f6r alla personalgrupper i alla \u00e5ldrar.<\/p>\n\n\n\n<p>De nordiska l\u00f6ntagarnas budskap till er ministrar och nyckelpersoner inom nordiskt samarbete \u00e4r solklar. De nordiska l\u00e4nderna \u00e4r sm\u00e5 och \u00f6ppna, f\u00f6r yttre f\u00f6r\u00e4ndringar k\u00e4nsliga ekonomier och samh\u00e4llen. Vi m\u00e5ste \u00e4ven i framtiden f\u00f6rs\u00e4kra oss om att medborgarna klarar sig genom f\u00f6r\u00e4ndringarna. En aktiv syssels\u00e4ttningspolitik och ett starkt omst\u00e4llningsskydd f\u00f6rb\u00e4ttrar v\u00e5r konkurrenskraft och v\u00e5r syssels\u00e4ttning.
