Arbetsmarknadens avtalssystem \u00e4r en omfattande helhet d\u00e4r syftet \u00e4r att komma \u00f6verens om l\u00f6ner, anst\u00e4llningsvillkorens miniminiv\u00e5 och arbetsfred. STTK:s styrelse \u00e4r chockerad \u00f6ver att Petteri Orpos regering vill spr\u00e4cka det finska avtalssystemet genom den exportmodell som riksdagen nu behandlar. <\/p>\n\n\n\n

– Om en lag stiftas om exportmodellen \u00e4r l\u00f6nej\u00e4mlikhet det st\u00f6rsta offret. I framtiden \u00e4r det inte m\u00f6jligt att \u00e5tg\u00e4rda l\u00e4get d\u00e4r l\u00f6neutvecklingen har stagnerat. Dessutom ska riksf\u00f6rlikningsmannen tvingas att f\u00f6lja exportf\u00f6rbundens avtal. Det leder till att de kvinnodominerade offentliga sektorerna med tiden i allt st\u00f6rre m\u00e5n sl\u00e4par efter den privata sektorn i l\u00f6n, s\u00e4ger ordf\u00f6rande Antti Palola<\/strong>.<\/p>\n\n\n\n

STTK f\u00f6rargar sig \u00f6ver regeringens l\u00f6gnaktiga p\u00e5st\u00e5enden om att exportmodellen och andra \u00e4ndringar som gjorts i arbetslagstiftningen tidigare, ska bidra till att arbetsmarknaden i Finland n\u00e4rmar sig arbetsmarknadsmodellen i Sverige och \u00f6vriga nordiska l\u00e4nder. <\/p>\n\n\n\n

– En absolut essentiell skillnad till Sverige \u00e4r att landets arbetsmarknadsmodell, industriavtalet, bygger p\u00e5 ett avtal, inte p\u00e5 en lag. Om Finland stiftar en lag om exportmodellen, sker det utan en gemensam syn p\u00e5 grunderna f\u00f6r avtalssystemet mellan arbetsmarknadsparterna. I Finland har det \u00e4n s\u00e5 l\u00e4nge inte ansetts vara s\u00e4rskilt l\u00e4mpligt att politikerna blandar sig i arbetsmarknadsf\u00f6rhandlingarna. I praktiken inneb\u00e4r exportmodellen att landets regering st\u00e4ller sig p\u00e5 arbetsgivarnas sida och politiserar arbetsmarknaden i Finland, s\u00e4ger Palola.<\/p>\n\n\n\n

STTK:s styrelse p\u00e5pekar att exportmodellen \u00e4ven omfattar internationella avtalsskyldigheter. Modellen \u00e4r problematisk med tanke p\u00e5 f\u00f6reningsfrihet, EU:s stadga om de grundl\u00e4ggande r\u00e4ttigheterna och skyldigheterna i de internationella m\u00e4nniskor\u00e4ttskonventionerna.<\/p>\n\n\n\n

Exportmodellen undergr\u00e4ver inte enbart arbetsmarknadens avtalssystem utan \u00e4ven medlingsinstitutionens verksamhet och opartiskhet. <\/p>\n\n\n\n

– I framtiden skulle arbetsgivarsidan i f\u00f6rv\u00e4g veta vad de har att v\u00e4nta i medlingsprocessen. D\u00e4refter skulle arbetsgivarna inte ha n\u00e5gra incitament att komma \u00f6verens om n\u00e5got annat. Lagstiftningen skulle p\u00e5 ett avg\u00f6rande s\u00e4tt \u00e4ndra dynamiken i f\u00f6rhandlingarna, och det skulle vara mycket osannolikt att parterna kan ing\u00e5 andra typer av avtal, s\u00e4ger Antti Palola.<\/p>\n\n\n\n
